Pre-Development/ Feasibility
- Assess and prioritize needs of population to be served
- Prepare initial development budgets and operating pro forma
- Identify potential properties and site control strategies
- Procure and coordinate various third party report/analysis: market studies, zoning requirements, land surveys, topographical maps, title commitments, easements, soils and Phase I & II reports
- Prepare and manage the Requests for Qualifications (RFQ) and theRequests for Proposals (RFP) process for Architectural Services
- Review construction cost estimates and design alternatives
- Identify financing sources and develop competitive strategies

Housing Development Activities
- Conduct community notification to ensure neighborhood support
- Create and monitor accounting system for each project
- Facilitate site acquisition closing
- Negotiate commitments and contracts with funding sources
- Secure construction financing and facilitate construction loan closing
- Coordinate overall activities of development team members
- Ensure compliance with requirements of various funding sources
Construction Oversight/ Site Project Management
- Oversee the bid process or negotiation of the construction contract
- Review and provide feedback on construction plans and specifications
- Evaluate cost effectiveness of design and provide value engineering recommendations
- Conduct pre-construction meetings with stakeholders to establish job site expectations, review schedule and change order/draw procedures
- AttendĀ regular construction meetings to monitor quality and compliance with construction plans and specifications
- Review all modification proposals, change orders and payment requisitions
- Approve final punch list, gather close-out materials from contractor including: final certificates of inspection, O&M manuals, keying schedule, as-built drawings and affidavits for release of liens and payment of debts and claims
Requisition management and Cost Certification Support
- Maintain and update Construction Cash flow
- Prepare monthly requisitions and funder draw requests
- Work with owner finance department to maintain project accounting
- Manage and update the project construction budget and draw schedule
- Work with third party accountants in order to prepare Cost Certification
Marketing & Lease-up
- Create, Implement and Oversee Affirmative Fair Housing Marketing Plans
- Design and Creation of marketing materials and announcements
- Oversee & Coordinate 3rd party income certifications
- Work directly with property managers in order to transition from development completion to management.
